Toyce Newton

Chairwoman & advocate for social justice

Toyce Newton is the Director Emeritus of Phoenix Youth and Family Services Resiliency Initiative, a position she assumed after stepping down as President and CEO of the organization in 2019. Mrs. Newton founded Phoenix in 1995 and has been a visionary and influential leader in promoting social justice in rural Southeast Arkansas for over 40 years.


Phoenix Youth and Family Services, under Mrs. Newton's leadership, provides safe pathways and resiliency support to more than 60,000 individuals in rural Southeast Arkansas. She retired as CEO on December 1, 2019, but continued to serve as an Executive Advisor to the company and its Board of Directors until November 2021. Mrs. Newton and her leadership team positioned Phoenix as the connectivity services provider for local, state, and federal initiatives well into the future.


Mrs. Newton has a long and distinguished career in public service. She has held important positions, such as Chairwoman of the Arkansas State Board of Education and the Winthrop Rockefeller Foundation. She has also served on the boards of several prestigious organizations, including First State Bank. Currently, she chairs the South Arkansas Health Council and is a member of the Crossett Economic Development District and the State of Arkansas Charter Authorizing Panel. Mrs. Newton is committed to advocating for social justice and has no plans of slowing down.


With a renewed focus on social impact, Mrs. Newton continues to inspire emerging leaders and lay a foundation for underserved individuals to live rich, sustainable lives.
